What is the difference between accommodations and modifications in a Iowa IEP?

In Iowa, modifications are changes to curriculum content or performance expectations — distinct from accommodations — that fundamentally alter what a student is expected to learn. The IEP must document any program modifications and supports for school personnel (281 IAC 41.320(1); 34 CFR 300.320(a)(4)), and must explain the extent to which the student will not participate with nondisabled peers in regular classes and nonacademic activities (281 IAC 41.320(1)). Iowa's least restrictive environment requirements (281 IAC 41.116; 34 CFR 300.114) mandate that placement decisions consider whether modifications can be made that would allow the student to remain in general education settings. Students with the most significant cognitive disabilities who require extensive modifications to the general curriculum may take the Iowa Alternate Assessment rather than the ISASP. Iowa Code § 256B.4 provides that both the LEA and AEA share responsibility for ensuring modifications are delivered, and the IEP must clearly identify which entity is responsible for each modification.

What Iowa Requires

The IEP must assign responsibility for delivering modifications between the LEA and AEA, consistent with Iowa's shared service delivery model (Iowa Code § 256B.4; 281 IAC 41.39).

Key Timelines

Modifications must be reviewed at least annually as part of the IEP review (281 IAC 41.324).
