How are IEP services delivered in Pennsylvania?

Pennsylvania's IEP content requirements for service delivery are governed by 22 Pa. Code §14.131, which incorporates the federal IDEA content standards at 34 CFR 300.320 and adds PA-specific requirements. Every IEP must document the type or types of special education support the student will receive (drawn from Pennsylvania's nine support categories under 22 Pa. Code §14.131(a)(1)), the supplementary aids and services (22 Pa. Code §14.131(a)(2)), and the personnel types responsible for delivery per §14.105 (22 Pa. Code §14.131(a)(3)). Pursuant to 34 CFR 300.320(a)(4) and (a)(7), incorporated by PA practice, the IEP must specify the projected start date, frequency, location (where services will be provided), and duration for each special education service and related service. Pennsylvania's SBAP Medicaid billing program reinforces this requirement: services without documented amount, frequency, and duration in the IEP are not reimbursable through Medical Assistance. The IEP must also specify the school location where the student attends and whether it is the student's neighborhood school (22 Pa. Code §14.131(a)(4)).
