What disability categories qualify for an IEP in Utah?

Utah recognizes 13 disability categories for special education eligibility, consistent with IDEA categories and defined in Utah Admin. Code R277-750-201 and its associated eligibility criteria rules. The categories are: (1) Autism Spectrum Disorder; (2) Deaf-Blindness; (3) Deafness; (4) Developmental Delay (ages 3-8); (5) Emotional Disturbance; (6) Hearing Impairment; (7) Intellectual Disability; (8) Multiple Disabilities; (9) Orthopedic Impairment; (10) Other Health Impairment; (11) Specific Learning Disability (SLD); (12) Speech or Language Impairment; (13) Traumatic Brain Injury; and (14) Visual Impairment Including Blindness. Utah uses standard federal IDEA terminology for most categories. For the Developmental Delay category, Utah allows eligibility through age 8 (third grade), which is broader than the federal minimum of age 3-through-9 but consistent with IDEA's allowance for states to expand this range. Utah's SLD eligibility criteria under Utah Admin. Code R277-750-201 allow either a discrepancy model or a response to intervention (RTI/MTSS) model. The Utah Schools for the Deaf and Blind (USDB) under Utah Code § 53G-15-901 provides specialized services for students with Deafness, Hearing Impairment, Visual Impairment, and Deaf-Blindness.

What Utah Requires

A student may not be found eligible if the primary determinant factor is lack of instruction in reading or math, limited English proficiency, visual/hearing/motor disability, or environmental/cultural/economic disadvantage (34 CFR 300.306(b)).

Utah Schools for the Deaf and Blind (USDB) may serve students with deafness, hearing impairment, visual impairment, or deaf-blindness in Utah on behalf of LEAs (Utah Code § 53G-15-901 et seq.).

Reevaluation of eligibility must occur at least every three years or sooner if conditions warrant (Utah Admin. Code R277-750-301; 34 CFR 300.303).

Key Timelines
