When does IEP transition planning start in Utah?

Utah requires transition planning beginning at age 14, which exceeds the federal IDEA minimum of age 16 (34 CFR 300.320(b)). Under Utah Admin. Code R277-750-201 and USBE Special Education Rules III.H.2 and VII.B, beginning no later than the first IEP in effect when the student turns 14 (or younger when appropriate), the IEP must include: measurable postsecondary goals based on age-appropriate transition assessments related to training, education, employment, and, where appropriate, independent living skills; and a coordinated set of transition services activities needed to help the student reach those goals. Transition services must be based on the individual student's needs, strengths, preferences, and interests, taking into account age-appropriate transition assessments. Utah's State Transition Interagency Team (STIP) coordinates adult agency involvement in transition planning. At age 18, educational rights transfer to the student (unless a guardian is appointed), and the IEP must document notice of this transfer under 34 CFR 300.320(c). Students remain eligible for FAPE through age 22 in Utah (Utah Code § 53G-6-402). Vocational rehabilitation (VR) services through the Utah State Office of Rehabilitation (USOR) are key transition partners; VR representatives may be invited to IEP meetings with student and parent consent.

What Utah Requires
