How do behavior supports work in a Wyoming IEP?

Wyoming requires that IEP teams consider the need for positive behavioral interventions and supports (PBIS) and other strategies for students whose behavior impedes their learning or the learning of others (WY Rules Ch. 7 § 7(c)(i); 34 CFR 300.324(a)(2)(i)). When a functional behavioral assessment (FBA) is warranted, the results inform development of a behavioral intervention plan (BIP) that is documented in the IEP. In disciplinary situations involving students with disabilities, an FBA must be conducted if one has not been done previously and the behavior in question warranted a change in placement (WY Rules Ch. 7 § 12; 34 CFR 300.530(d)(1)(ii)). Wyoming follows IDEA requirements that manifestation determination reviews must be conducted within 10 school days when a student is removed from their current placement for more than 10 school days in a school year (34 CFR 300.530(e)). Wyoming encourages proactive positive behavioral supports as part of its multi-tiered system of support (MTSS) framework.

What Wyoming Requires

Manifestation determination reviews must examine whether the conduct was caused by or had a direct and substantial relationship to the student's disability (WY Rules Ch. 7 § 12; 34 CFR 300.530(e)).
