How are IEP services delivered in Idaho?

Idaho requires that the full continuum of placement options be available for students with disabilities, from general education with supplementary aids and services to special classes, special schools, home instruction, and instruction in hospitals and institutions (IDAPA 08.02.03.120; 34 CFR 300.115). Services must be provided in the least restrictive environment to the maximum extent appropriate. Extended school year (ESY) services must be provided when the IEP team determines they are necessary for the student to receive FAPE, based on factors including regression and recoupment, emerging skills, and the nature and severity of the disability (IDAPA 08.02.03.112; 34 CFR 300.106). The decision about ESY cannot be based solely on the category of disability or the availability of programming, and cannot be limited to particular disability categories. Idaho requires that all special education and related services be delivered by appropriately licensed or certified personnel (IDAPA 08.02.03.018). The IEP must specify the frequency, location, and duration of each service. Paraprofessional support, when needed, should be documented in the IEP, though Idaho does not require a separate written description of paraprofessional duties beyond what the federal standard prescribes.
