When does IEP transition planning start in Louisiana?

Louisiana transition planning must begin with the first IEP in effect when the student turns 16 (consistent with the federal IDEA baseline), though earlier planning at age 14 is encouraged as best practice (Bulletin 1706, §320(B)). The IEP must include: (1) appropriate measurable postsecondary goals based on age-appropriate transition assessments in training/education, employment, and where appropriate independent living skills; (2) transition services needed to assist the student in reaching those goals; and (3) a course of study. Louisiana uses Vocational Rehabilitation services through the Louisiana Workforce Commission (LWC), and secondary transition coordinators assist with planning. The IEP team must invite a student age 16 or older to IEP meetings where transition services will be discussed. If the student does not attend, the LEA must document that the student's preferences and interests were considered. Louisiana's April Dunn Act provides an alternate pathway to a standard diploma for students whose disabilities significantly impact general education curriculum participation. At age 18, parental rights transfer to the student unless the student has been determined to lack legal capacity (Bulletin 1706, §520).
