Behavior Supports and BIPs in Oklahoma

How do behavior supports work in a Oklahoma IEP?

Oklahoma requires consideration of behavior supports when a student's behavior impedes their learning or the learning of others. The IEP team must consider the use of positive behavioral interventions and supports (PBIS), Functional Behavioral Assessments (FBA), and Behavior Intervention Plans (BIP). An FBA must be conducted and a BIP developed when the IEP team determines that a behavior incident is a manifestation of the child's disability, and OSDE also requires an FBA and BIP prior to shortening the student's instructional day or week. For students with a history of dangerous behavior, the BIP must include de-escalation techniques and evidence-based behavior interventions. Crisis Plans are a component of comprehensive BIPs for students with histories of physical restraint.

What Oklahoma Requires

FBA must be conducted and BIP developed when manifestation determination finds behavior is a manifestation of disability (34 C.F.R. § 300.530(f))

For students with history of dangerous behavior requiring physical restraint, BIP must include de-escalation techniques and evidence-based behavior interventions to prevent behavioral escalations (Oklahoma Special Education Policies & Procedures 2024, Ch. 12, Sec. 6.B)
