IEP Transition Services in Oklahoma

When does IEP transition planning start in Oklahoma?

Oklahoma has stronger transition requirements than federal IDEA. Transition services must be in effect BEFORE the beginning of the ninth-grade year OR on or before age 15, whichever comes first. The student must be invited to the IEP meeting beginning with the first IEP that includes a transition plan — before 9th grade or by age 15 (whichever comes first). In practice, this means addressing transition at age 14 or during 8th grade to ensure services are in effect before the 9th grade year. Oklahoma uses the Indicator 13 Checklist to ensure compliance. Transition partners include Oklahoma Department of Rehabilitation Services (OKDRS), Technology Centers, Oklahoma Works, and others. OAAP students in 18-22 extended transition must have postsecondary goals in all four areas and two short-term objectives per goal. An Alternate Diploma is available for OAAP-participating students.

What Oklahoma Requires

Secondary transition services must be in effect BEFORE the beginning of the ninth-grade year OR on or before age 15, whichever comes first — exceeds the federal requirement of age 16 (34 C.F.R. § 300.320(b)(2); Oklahoma Special Education Policies & Procedures 2024, Ch. 6, Sec. 3.M.ii)

Student must be invited to attend the IEP meeting beginning with the first IEP that includes a transition plan — at age 14 or during 8th grade year, whichever comes first (Oklahoma Special Education Policies & Procedures 2024, Ch. 6, Sec. 1.C)

Postsecondary goals required in: (1) Education/Training and (2) Employment for all transition-eligible students; (3) Independent Living and (4) Community Participation additionally required for OAAP students in 18-22 extended programs (34 C.F.R. § 300.320(b); Oklahoma Special Education Policies & Procedures 2024, Ch. 6, Sec. 3.M.v.4)

Age-appropriate transition assessments must be conducted annually in at least Education/Training and Employment (for all students) plus Independent Living and Community Participation (for OAAP students) (Oklahoma Special Education Policies & Procedures 2024, Ch. 6, Sec. 3.M.v.3)

Individual Career and Academic Planning (ICAP) must be coordinated with the IEP transition plan for students with disabilities; ICAP and IEP are complementary but remain separate documents (70 O.S. § 1210.508-4)

Representative from participating transition agencies (OKDRS, Department of Human Services, Technology Centers, Oklahoma Works) may be invited with prior parent/adult student written consent (Oklahoma Special Education Policies & Procedures 2024, Ch. 6, Sec. 1.C and Sec. 3.M.v.2)
